ApprentEA is redefining how firms develop talent

Taxley offers the nation’s first Enrolled Agent Registered Apprenticeship built to help firms develop advisory-capable staff – without carrying the full training burden alone. ApprentEA™ blends TRIBA™ Training with federally aligned OJT so your team grows stronger through a shared, structured development process.

Retention — Apprentices stay with employers after completion, reducing turnover and hiring costs. (DOL)

Faster — ApprentEA talent is workforce-ready in 2 years vs. the 5–7 year CPA career track.

ROI — Employers see higher returns from apprenticeships compared to traditional degree-based models. (DOL)

The Talent Pipeline is Broken — ApprentEA™ is the Solution

The real cost of talent isn’t salaries — it’s turnover, rework, and training that doesn’t create capability. Traditional education isn’t aligned to the needs of families and entrepreneurs, and firms are struggling to find skilled staff. ApprentEA™ is designed to help firms build an internal workforce ready for real tax, finance, and business advisory work.

Small Businesses Have Learned to Rely on Enrolled Agents – Your Firm Should Too

For decades, Enrolled Agents (EAs) have guided taxpayers and small businesses through IRS and financial complexities. Today, they’re becoming the backbone of modern advisory services.

Internships lack depth. Degrees lack readiness. The CPA pipeline is shrinking. And the new workforce wants meaningful careers with balance and growth.

With no degree requirement and a federally granted license authorizing full representation before the IRS, EAs enter the profession up to 3× faster than CPA candidates, and taxpayers are turning to them more than ever.

Yet the IRS and GAO continue to document competency gaps across the profession in:

  • Financial management
  • Tax compliance
  • IRS problem resolution
  • Integrated business advisory
  • Behavioral realities of entrepreneurship

This is where ApprentEA™ comes in.

Our two-year registered apprenticeship gives firms a structured, reliable way to develop advisory-ready EA talent who increase productivity, strengthen client relationships, and improve retention – delivering measurable ROI.

We offer two starting cohorts annually – May and September

TRIBA™ Training

We develop critical thinkers

TRIBA is our 24-week training standard that builds the critical thinking, IRS skills, and advisory judgment that produces the kind of EAs your firm can trust.

TRIBA includes:

  • Financial diagnostics that expose root causes – cash flow, budgeting, credit, debt, and behavior patterns.
  • IRS and state tax problem solving mastery – transcripts, notices, audits, collections, and appeals taught through real-case strategy.
  • Resolution planning built on capacity and risk, reducing errors and escalation.
  • Structured case management and documentation discipline that elevates professionalism.
  • Business financial interpretation that turns P&Ls, cash flow, pricing, and compliance gaps into clear advisory insight.
  • Integrated personal ↔ business analysis so apprentices understand the full ecosystem behind tax problems.
  • Advisory presence and communication authority that strengthens client trust and protects your firm.

Instruction Model:

  • Two 12-week units over the 2-year program
  • Live instruction (T, W & Th, 4:30–6:30 p.m. ET)
  • On-demand training & monthly office hours

On-the-job Training

Your firm builds confidence

Over a 2-year period, OJT turns TRIBA™ concepts into real capability inside your firm, so apprentices begin contributing meaningfully at each stage.

OJT includes:

  • 4,000 hours of supervised, structured OJT
  • Skill-aligned client work from day one
  • Tasks aligned to your workflow and services
  • Client intake and document analysis
  • Client communication and case management
  • Support on compliance and advisory matters
  • Progressive competencies tied to DOL standards

Mentor Structure (Required):

  • Up to three apprentices per one firm mentor
  • Mentors guide work + OJT development

With integrated development of communication, judgment, and ethical standards, TRIBA™ builds the knowledge, OJT builds the discipline, and together they combine to build the advisory mindset firms can’t get from traditional education pathways.

Meet the Founder

The Architect Behind a Stronger EA Workforce

Anisha Bailey, EA, MSEL is an award-winning entrepreneur, federally licensed Enrolled Agent, and workforce development strategist who began her career in corporate tax at Deloitte.

After nearly 20 years advising overwhelmed small-business owners and resolving IRS controversies, she saw what firm leaders nationwide were facing: the talent pipeline was shrinking, and the competency concerns flagged by the IRS and GAO were increasingly evident inside real practices.

Her insight wasn’t theoretical – it was lived. After losing over $100,000 on hires who looked strong on paper, but weren’t prepared for real IRS or advisory work, she recognized the root issue: the profession lacked a true pipeline for developing advisory-ready tax resolution and business advisory talent.

To fix it, she engineered an integrated workforce model built for firms and the communities they serve:

  • TRIBA™ Training – the nation’s first tax resolution and integrated business advisory competency standard for EAs
  • ApprentEA™ – the first registered EA apprenticeship, giving firms a predictable way to develop loyal, high-performing talent
  • CentsableCEO™ Framework – the clarity framework that helps entrepreneurs collaborate more effectively with TRIBA-trained advisors

Anisha didn’t build these innovations because they were easy — she built them because firms deserve a workforce they can trust, and taxpayers deserve professionals capable of leading them forward.

Expected Return on Investment

Most firms can expect meaningful operational gains within the first 12–18 months as apprentices advance through TRIBA™ Training and supervised OJT. Increased capacity, reduced rework, improved accuracy, and stronger retention align with national DOL data showing that structured apprenticeships lead to higher productivity and long-term loyalty.

is the ROI employers report receiving on their registered apprenticeship investment- that’s $1.44 for every $1 invested. (DOL)

of training costs were recovered by 60% of surveyed employers during the apprenticeship – and nearly 40% recovered 100% of during the apprenticeship. (DOL)

Frequently Asked Questions

ApprentEA™ is built for tax, accounting, and law firms that want a structured, reliable way to develop advisory-ready Enrolled Agent talent internally. It’s ideal for firms struggling with hiring, retention, training, or building a stable advisory bench.

An Enrolled Agent is a federally licensed tax professional authorized by the U.S. Department of Treasury to represent taxpayers in all matters before the IRS. Unlike CPAs, who are licensed at the state level and trained broadly in accounting, EAs are trained specifically in tax law, IRS procedure, representation, and taxpayer advocacy – the core areas most firms struggle to hire for.

Where CPAs are designed for financial reporting, auditing, and assurance work, EAs are built for:

  • IRS problem resolution
  • Taxpayer representation
  • Business & personal financial clarity
  • Compliance interpretation
  • Business advisory

For firms serving individuals and small businesses, EAs often become the most practical and accessible advisory talent, because they can be trained faster, specialize deeply, and operate directly in the areas where clients need help most.

EAs and CPAs complement each other well, but when it comes to tax law, IRS procedure, and taxpayer advocacy, EAs are the federal standard.

A Registered Apprenticeship is a U.S. Department of Labor–approved workforce model that combines structured education with supervised, competency-based on-the-job training. Apprentices are employees from day one, and employers gain a documented development path, accountability, and nationally recognized completion.

ApprentEA™ is not a training program – it’s a U.S. Department of Labor Registered Apprenticeship.

That means your apprentice is an employee from day one, trained through a structured, federally aligned model that blends tax resolution and integrated business advisory (TRIBA) education, supervised on-the-job training, competency milestones, quarterly reviews, and exam-readiness support.

Traditional training programs teach concepts; ApprentEA™ builds capability inside your firm.

No. Apprentices can be new hires or existing staff your firm wants to develop into credentialed, advisory-ready Enrolled Agents.

Firms need to:

  • Provide a qualified mentor (1 mentor per up to 3 apprentices)
  • Support supervised OJT
  • Participate in quarterly check-ins

Taxley handles the structure, compliance, and training alignment.

Very little. Firms are responsible for daily supervision and OJT tasks; Taxley manages the curriculum, compliance, competency progression, and DOL reporting. Most firms spend a few hours a month on structured touchpoints.

Yes. Apprentices contribute to skill-appropriate, supervised client work from day one, progressing into more complex tasks as they demonstrate competency.

ApprentEA™ includes a 1000-hour (≈ six-month) probation period. If it doesn’t work out, the apprentice can exit the program and the firm’s financial obligation is limited to the prorated first-year apprentice fee.

The Partner Fee covers:

  • DOL compliance + reporting
  • Custom OJT plan creation
  • Quarterly performance reviews
  • Access to the ExplorEA and ImpactEA talent pipeline
  • Supervisor/mentor support
  • Workforce strategy + employer guidance
  • Employer portal access and tracking tools
  • ExplorEA “contributing” sponsor recognition

It ensures the apprenticeship integrates cleanly into your firm with minimal administrative burden.

Apprentices are your employees from day one, and we can support you with employer-friendly agreement language to encourage post-completion retention. DOL data shows Registered Apprenticeships measurably reduce turnover and increase loyalty because apprentices build their career inside the firm that trained them. With ApprentEA™, your investment directly strengthens retention by providing clear growth, consistent mentorship, and a two-year pathway that anchors talent to your firm’s systems and service model.

In-house training is often inconsistent, undocumented, and dependent on the availability of senior staff. ApprentEA™ provides a federally aligned structure, a national competency standard, documented OJT, quarterly progression reviews, and DOL-backed accountability – ensuring your apprentice develops correctly without straining internal resources.

Potentially. Eligibility varies by state and workforce board. During your Firm Evaluation, we’ll identify whether your firm qualifies for available funding or incentive programs.

Yes. Firms can begin with one apprentice and add more at any time during the open enrollment window. Each new apprentice receives a custom OJT plan and is formally registered with the U.S. Department of Labor. The system is built to scale as your firm grows.

ApprentEA operates on two start periods annually – May and September. Employers must start the enrollment process at least 45 days before the cohort start date.

ApprentEA™ replaces traditional internships. Internships don’t produce long-term, practice-ready staff. ApprentEA™ is a structured, two-year workforce pathway that develops the competency, judgment, and advisory capability internships consistently fail to deliver.
